On this week's discussion Paul interviews Kenneth Costello. Costello analyzes New Mexico's rapidly changing utility regulatory structure for the Rio Grande Foundation. He has conducted extensive research and written on a wide variety of topics related to the energy industries and public utility regulation.
Ken and Paul discuss what makes utility regulation unique and
some of the history of regulation in New Mexico including the
flirtation with deregulation and what ultimately killed it. Paul
and Ken of course discuss current trends in utility regulation
including the Energy Transition Act and what will happen next in
electricity in the State.
